Harry Henry Kramer AKA Harry “Pop” Kramer, a vaudeville trick cyclist and unicyclist, performed across the Appalachian mountains from town to town with a 45-minute show. He also performed for various circuses including Ringling Brothers, theatres, carnivals, street fairs and county fairs. Harry could stand on his head while riding, or skip rope. He also built his own cycles and made use of trick breakaway bikes like the clown, Joe Jackson Sr.
The video's date is slightly off as Harry was born on January 1st 1875, therefore if he was 76 as the narrator in the video states, then that must have been filmed in 1951. Harry lived until he was 84 years old, passing away in 1959.
Here's an excellent article written about him:

I've seen this video footage before but without the sound, so I had no idea who he was but here's a 1-minute video showcasing some of his skills on cycles. Enjoy!
