I thought at first that this was a circus production but actually it's a Chinese, black and white film from 1961 called, “Ma xi tuan de xin jie mu”. It's literal translation is, “The New Show of the Circus”.
Obviously there are actors in it and the whole thing has been made as a movie but the individual circus performers are highly skilled and there are some surprising twists to some of their acts.
